Development objectives of the PM’up grant
The Conseil Régional d’Ile-de-France has set up the PM’up program to support the growth of SMEs aiming to:
- Increase and modernize their production tools;
- Diversify their activities;
- Expand internationally;
- Strengthen their value chain;
- Make sustainable development a performance driver.
Companies eligible for grants or subsidies
PM’up is open to small and medium sized enterprises:
- Located in Île-de-France;
- Employing between 5 and 250 employees;
- Generating less than 50 million euros in turnover and less than 43 million euros in balance sheet total.
Eligible investments or operations
Projects supported under the PM’up scheme relate to one or several of the following development areas:
- International development: market expansion, internationalization;
- Diversification of activity, launch of new products/services;
- Increase and modernization of production capacities;
- Improvement of social and/or environmental performance;
- Optimization of the value chain
Value chain optimization:
- Internal: organization, quality, sales, marketing, human resources, digitalization.
- External: partnerships, competitive intelligence, supply chain;
Eligible expenses:
- Tangible and intangible investments;
- Patent filing and extension;
- Consulting services;
- International development;
- Recruitment of managers.
Eligible expenses must be incurred from third parties at market conditions, without the purchaser being in a position to control the seller, or vice versa.
Research and development services are not eligible.
Conditions for granting aid or subsidies
- Viability of the company;
- Relevance of the strategy;
- Job creation potential;
- International development potential;
- Contribution of the project to the development of the Île-de-France region.
Amount
The regional grant is capped at 250,000 euros per project.
Maximum subsidy rates are as follows:
- Investments: small enterprises (20 percent) / medium enterprises (10 percent)
- Patent filing and extension: 50 percent
- Consulting: 50 percent
- International development: 50 percent
- Recruitment: 50 percent
Awarded companies are supported by a counselor from the Île-de-France Region and join a network of more than 1,000 companies and institutional partners.

NOTE:
On March 22, 2016, the Île-de-France Region announced a redesign of the PM’up scheme. Created in 2008, this support program for SMEs has already helped more than 1,000 companies in the region. The Region intends to do more and better. It has already announced an increase of its budget to nearly 28 million euros from 2016, an 8 percent rise compared with 2015. The Region aims to expand the scheme to all business sectors and allow entrepreneurs to apply at any time of the year.
