Objectives

This grant aims to support the creation, maintenance, and modernization of very small local businesses in the commerce, craft, or services sectors. By funding improvements, it seeks to enhance the attractiveness of local commercial environments and customer reception areas, ensuring that these businesses can effectively serve their communities.

Beneficiaries

The grant is available to existing, newly established, or transferred retail businesses located in the Communauté de Communes des Hauts de Flandre (CCHF). Key eligibility criteria include:

• Registration in the RNE (National Register of Enterprises)
• Annual revenue excluding VAT below €2 million
• Engaged in retail or local service activities
• Not operating as franchises or integrated retail outlets
• Employing fewer than twenty people
• Having a storefront on a public street
• In compliance with tax and social obligations at the time of application.

Excluded sectors include regulated professions, financial and real estate activities, training organizations, consulting firms, and wholesale commerce.

Eligible operations

Eligible investments include:

• Renovation works to improve customer access and enhance the sales area
• Secondary works such as insulation, cladding, and installation of heating or air conditioning
• Purchase of necessary production tools
• Acquisition and fitting out of vehicles for mobile sales.

Not covered are costs related to parking areas, simple replacements of outdated equipment, acquisition of business premises, works done by the owner, compliance works, and connection fees to utilities.

Eligibility conditions

To retain the grant, beneficiaries must continue to operate their business at the funded premises for at least two years. Failure to do so will require repayment of the grant on a pro-rata basis based on the duration of operation.

Grant amount

The grant covers 30% of eligible investments, with a minimum of €5,000 in company expenses, resulting in a grant between €1,500 and €5,000. Additionally, the Hauts-de-France Region may supplement this with a grant covering 40% of eligible expenses, ranging from €2,000 to €12,000.
