• Employ fewer than 10 staff, including apprentices and salaried spouses, over the last two accounting periods
• Independent with annual revenue under €800,000
• Sales area less than 300 m²

Excluded sectors include liberal professions, healthcare services, and certain industries such as coal mining and financial services.
