IDEE Action – Decarbonised Mobility in Normandy: Up to 50% Support for

Objectives

The IDEE Action – Decarbonised Mobility scheme aims to promote the adoption of low-emission professional transport modes. It finances the purchase of new vehicles or the retrofitting of existing ones to cleaner technologies, thereby supporting the ecological transition of businesses and local authorities in Normandy.

Beneficiaries

This aid is available to a variety of entities in Normandy, including:

• Businesses of all sizes (subject to certain conditions)
• Associations
• Agricultural operators (for specific vehicles)
• Local authorities and their groups
• Mixed and local public companies
• Energy unions
• Public establishments not under state supervision

Excluded: Businesses already receiving other aids like Impulsion Environnement or Normandie Carbone.

Eligible operations

Eligible expenses include:

• The purchase of strictly new vehicles that have never been registered
• The retrofitting of thermal vehicles to clean technologies
• For hydrogen vehicles, long-term rental is also eligible

Vehicles must be powered exclusively by electricity, hydrogen, or renewable natural gas (BioGNV). Types of eligible vehicles include:

• Passenger transport vehicles (M1 category minibus with 7 to 9 seats, shuttles, coaches, buses)
• Freight and equipment transport vehicles (light utility vehicles N1, heavy trucks with a gross vehicle weight of ≥ 3.5 tons, specialized vehicles like street sweepers or refuse collection trucks).

Eligibility conditions

Eligibility conditions include:

• Vehicles must be acquired or retrofitted after the application is received by Région Normandie
• Used, demonstration, or courtesy vehicles are not eligible
• Agricultural operators must source BioGNC from a station connected to a Normandy biogas plant.

Grant amount

The regional aid takes the form of a grant covering up to 50% of eligible expenses per vehicle (additional cost compared to a Euro VI diesel vehicle for purchase/rental, or cost of retrofitting). Maximum amounts vary by type of propulsion and weight category:

• BioGNV: up to €20,000 for heavy trucks (in case of retrofitting)
• Electric: up to €40,000 for heavy trucks (in case of retrofitting)
• Hydrogen: up to €40,000 for heavy trucks. Contact Région Normandie for specific amounts and detailed scales.
